What are: the 2 diagnosis. Can you show the rash . Will be concerned with scabies or contact dermatitis or impetigo but without picture or diagnosis of the previous Dermatologist or the treatments that did not work it is just a guess.

Psoriasis?: Psoriasis involves both these areas and could fit with this description. There are many different prescription creams as wells intralesional treatment which can help this condition. An effective over the counter product to alleviate the symptoms is scytera foam. If the response is inadequate see dermatologist for evaluation amd treatment.

Skin lesions: I don't know. Although it sounds like dyshidrotic eczema, no one can tell you without being medically evaluated.

Pruritic skin rashes: Based on your age and description, the most common skin rash that are red, itch, and scaly is atopic dermatitis. Psoriasis could be similar but it is not as itchy. Either case, you can try to apply otc Hydrocortisone cream to the lesions a few times a day plus moisturizer generously to always keep your skin moist. If it does not improve or not completely resolve, you would need to see a doctor.

Bug bites: If it is not a bug bite and it is a rash, it may be from scratching that it is symetrical and in a line formation.  If it is worrisome see your doctor for a diagnosis.

Photosensitive: It appears that you have developed a photosensitivity to the sun.  You did not mention as to why long the bumps stayed with you after having been away from the exposure since this would also help to narrow down the possibilities.   If you develop large and itchy hives, the condition is known as solar urticaria.  The treatment is the same- avoid sun exposure.
