Steroid ointment : If your eyelids are dry and scaly, it is often due to an inflammatory etiology.  Try otc Hydrocortisone 1% twice daily.  If no improvement or worsening, see an eye doctor.

Dry eyelids: If this not envornmental, allergic, or infectious then any type of lubricant such as vasoline if no coal tar allergies can protect and restore  lubrication especially if used before bedtime.

you may be suffering from eczema which is a common skin disorder that produces a dry, scaly rash and usually causes itching. Season changes can be a triggering cause. You can try using an over the counter product such as a Hydrocortisone cream and see if that helps. You can also check with the pharmacist for any recommendations.  If no improvement, you may need to see a dermatologist.

Allergies: Patients with allergies can develop scaly, red and itchy skin around the eyes and on the eyelids from allergies.  This skin condition is called allergic dermatitis or allergic eczema.  Check your soap and shampoo and switch.  You can use a hypoallergenic cream/lotion: cetaphil or lubriderm and consider contacting your medical doctor about taking allergy pills-such as Claritin (loratadine) or allegra.

Mgt.: If there is any change in vision, swelling if the eyelids or area around the eye, please see a physician. Rinse the eye with saline solution, and please see your PCP.

Blepharitis: Blepharitis low grade infection. Can be treated with ouch less baby shampoo twice daily apply with cotton ball then rinse with water. Alternative see doctor Erythromycin ointment.

Seborrhea?: While this sounds like seborrheic dermatitis, no one can answer this without seeing it.  If it isn't gone in two weeks, and a trial of over-the-counter Hydrocortisone fails, check with your family physician; no rush.  I'm glad you are taking a proactive approach to your health. Try an ointment: Try either to moisturize the area (a light coat of vasaline or similar gel or lacrilube (artificial tears) ointment) or use a ophthalmic coating (such as Bacitracin or neosporin).  If relief does not follow, see either your primary doctor or ophthalmologist or dermatologist.

i have itching sensation on my skin, upper eye, around the nose and mouth. then it starts dryness and become scaly. what can be it?

Irritation: Most likely  this is irritation caused by cosmetic or sunblock. Wash out by water and apply  Lotion that you used before. Additional help provide any eczema cream or cortisone 10 cream from OTC.
