No.: They are two unrelated diseases.  Eczema is quite common so the combination would not be unusual!

No: It may be more likely at places of previous injury but it could appear anywhere.

Shampoo for lupus: Sore scalp and lupus don't necessarily mix. Talk with your dermatologist or rheumatologist. There is a prescription  shampoo with cortisone that may be helpful.

Cream will not help.: Hair loss in lupus is due to an inflammation involving the blood supply to the hair follicle. The best treatment is rigid control of the lupus. A dermatologist may suggest trying local cortisone injections to the scalp.

Each person is diffe: Each person is different.  At one time a rheumatologist of evaluated the different presentations of lupus and came up with over 1400 different ones. Lab studies correlate with different manifestations.

See derm: Scalp sores are not part of lupus and thus you need to consult a dermatologist.  Stress tends to worsen just about everything.

SLE: See a rheumatologist.  Plaquenil (hydroxychloroquine) is a well tolerated and often beneficial med for lupus.  Always wear sunscreen on sun exposed areas.

Get evaluated: This pattern is much too complex to try to manage from internet suggestions. You need to be evaluated by your physician to come to a diagnosis &amp; formulate a treatment plan. Write down all your symptoms with times &amp; past efforts to treat &amp; take that list with you to a visit.
