No: Main component of savlon is cetrimide which is an antiseptic. On the other hand neosporin is an antibiotic  which is effective against infection. Savlon protects against infection. Neosporin treat infection. You cannot substitute savlon with neosporin. Use of savlon will reduce the changes of infection and use of neosporin.

Impetigo: Surface antiseptic and OTC antibiotic cream would help, but if no improvement in few days, you need to see your doctor, you may need a systemic antibiotic or the diagnosis isn't impetigo, goodluck

No: Just keep it clean and dry. If you doctor wanted you on antibiotics they would prescribe pills for you. If they did make sure you take the entire course. Not fungal: Heat rash is not a fungal infection and is best treated with cool soothing oatmeal baths and applying corn starch powder before exercising or going out in the heat. You could if needed apply Chlohexidine  2% to 4% to the affected area for 15 seconds and rinse, avoiding eye contact

: Simply avoid vaseline or lotions containing oil as these will block the pores. Other moisturuzers can be used but cooling the skin may be all you need to do.

It depends: Sometimes the rash can be caused by an infection whether bacterial or fungal.   Keeping it dry is important .   Hair dryers  after  bathing and powders are generally recommended.   Weight loss and even breast reduction surgery can be considered in severe cases.   Rather than rubbing alcohol I would first try aloe vera or another topical known to soothe and address mild topical infections.
