Rash: The rash may be from exposure to sand or something in the ocean waters that causes irritation .  Apply sunscreen before exposure  . Also apply a soothing body lotion after exposure.

Rashes: Rashes are impossible to diagnose over the computer so I am afraid you will need to see the Dr or a health care provider for an exam. The eyelids especially needs special care with rashes as the skin is thin and traditional steroid creams may not be recommended.  Best wishes.

Irritant dermatitis?: If you wash your arms and hands a lot, the skin gets dry. Once it gets irritated, anything you put on may hurt you. The itching and blister point more to a contact allergy. Try avoiding scented or antibacterial soap and too much washing. If problem persists, talk to doctor or a dermatologist to pin down what the culprit may be. Patch testing may be needed.

This : This is a bit tricky to answer without a picture and more clinical information.  I doubt it was from the blood draw.  This time of year it could be many things including a medication reaction, eczema, a viral exanthem, psoriasis, dry skin from low humidity, and many others.  Perhaps a visit to a dermatologist would be helpful for diagnosis and treatment options.  I hope that helps a little!

Some people try HC1%: Hydrocortisone cream (hc 1% cream) is over-the-counter, and many people find it helps when used 2-3 times a day for 3-4 days on mild sunburns and other mild "sun rashes". One can see a doctor if the rash area is more than just mild or moderate. Sometimes, a person can get a rash while coincidentally being in the sun, but the rash is actually due to another disorder, reason, or medication.

Many common plants can likewise cause a rash when exposed to sun. See a dermatologist; take list of all meds (rx & otc) & herbs/ supplements you take. Also list what sort of plants you have in garden or landscaping.
