It depends: Try breathe rite strips like the football players wear.  They provide quite a bit of opening of the nasal canal if worn properly.  However, you should try to find the cause if it is chronic, whether allergy, infection, or anatomy.

Allergies: These symptoms may point to an allergy to something. Consider  Claritin, Allegra , possibly benadryl (diphenhydramine) and get a humidifier for at night.

Air purifiers are an expensive but sometimes helpful remedy if this is worse in the home.

ENT: Evaluation  is needed, surgery isn't the first line of treatment for affected sense of smell, you can have engorged turbinates due to chronic inflammation, that can be due to allergies, and can be medically treated first. History and physical exam are important by a specialist, good luck
