Cyst vs abscess: Small whiteheads are generally different form pimples. Whereas pimples tend to be inflammatory active lesions filled with white cells, white heads tend to be quiescent cysts filled with dead skin cells that may remain stable or rise to the surface and rupture.

Hard : Hard to tell without a clinical examination so i would see a dermatologist, but perhaps these are milium, sebaceous hyperplasia, or other possibilities.  Read more ReFissa and obagi at the link below.  In combination, these treatments can help sun damaged skin and milium.  Another option might be extraction if they are indeed milium.  I hope that helps a little.

Acne: I recommend st ives facial scrub to patients along with a mild non drying facial soap.   The facial scrub deals with the blocked pores and will help smooth the skin (avoid using it like sandpaper).  Topical benzyl peroxide works well but can be very drying.    Good face makeup ie clinique tend to cause less problems as well.

IT MAY BE BUT: It is almost impossible to diagnose an eruption.Rashes, bumps without a detailed history and visual physical examination.It may be acne or something else.I will suggest you consult your doctor or a dermatologist to find what it is and get it treated.
