Time to see doctor: Normal people don't have resting heart rates above 110, so there is a concern. One's doctor can help diagnose the tachycardia. Helpful would be a diary of how and when each symptoms started, and what things make each symptom better or worse. Write down all medications, OTC drugs, street drugs, "herbal" supplements, etc... that might cause symptoms. Doctor likely will do a full exam.

You burn calories.: Heart rate of 62 at rest is good (assuming no meds). At 48yo your maximum heart rate is considered to be approx 172. Thus going up to 200+ is not necessarily healthy, and suggests you are not in good physical shape.  As far as burning fat, jogging will certainly burn calories and how those calories are replaced may determine if you lose fat.  Endocrine dysfunction can effect fat loss.
