Probable abrasion.: It's probably an abrasion and should get better if you leave it alone for a couple of day. Keep it clean and dry (pat it dry after shower or bath). If does not get better in a couple of days or if it gets worse,  you need to get checked.

Salivary duct block: You may have a salivary gland blockage under tongue, which will create soreness and swelling.  You cannot treat on own...Should see a dentist, preferably an oral surgeon.  The tongue ring should be removed and not put back...Can cause tooth movement, tongue thrust, infections and other problems.

Several possibilitys: You might have some yeast infection, but usually that is in the corners of the mouth.  Frequent licking of the lips may cause irritation of the outer border due to loss of natural oils.  Using lip balm, of some type, frequently until healed and avoiding licking the lips allows healing.  
Allergy to lipstick is another possible cause.  Stop using any new products if concerned.
