May be fungus/yeast: It is very difficult to diagnose any kind of rash in genital area without looking at it. My guess is that it  is a fungus or yeast infection. Try any antifungal like Monistat-derm. Follow the directions of using it properly and if not better in a week, see a Dermatologist if you can or see a family doctor.

Probably fungal: rash, moniiasis which will respond to OTC anti fungal creams like Lotrimin AF, Monistat, Clotrimazole etc. If itching is intense add a small bean sized drop of 1% hydrocortisone cream to  a nickel sized drop of anti fungal cram and apply as a thin film,twice daily.

See a dermatologist: Better see a dermatologist for a specialist management, permethrin cream can work in other skin conditions than scabies, even if it was scabies, treatment isn't only permethrin, rather several things to be done. More detailed history  and physical exam are warranted by an experienced eye, good luck

Dry skin,shaving?: With sensitive skin consider shaving as primary trigger. Soap water and skin trauma from shaving likely suspects. Moisturize regularly with unscented products, use non-soap cleansers and shaving products should help.

See below: Have you tried changing detergents.Sounds like a contact dermatitis and need to get a hypoallergenic detergent such as drift,etc. Also never wear new clothes without washing them first as they may have chemical that irritate skin.If that does not help look at lotions or other things that touch the skin.

How long?: If it lasts over 6 weeks, see an allergist. If it is short term, try some otc antihistamine up to 4 x the regular frequency but watch out for drowsiness. If it did not work, see an allergist.

Many answers: Your rash needs to be examined by a doctor who may refer you to a dermatologist. If you blush easily, these bumps may be from rosacea.
