Mutiple causes: You really need a complete physical exam and blood testing: sometimes this is involuntary vasomotor instability ( similar to blushing); however it can also be related to other issues.

HUH???: Hyperhidrosis does not cause redness of the dorsum [top] of the hand. Exactly which topical antibiotic? Why? Topical antibiotic and latex allergy certainly can make hands red. Why Benadryl? Used mostly as a sleep aid, should not be used except at bedtime. Echinacea is a waste of money.

Dry skin: Sounds like the skin of your hands are very dry and that you may be prone to eczema.  Soap can be very irritating to the skin so i would focus more on restoring the moisture with water followed by a layer of aquaphor or eucerin 2-4x/day.    I often recommend getting a moisturizer that comes in a pump bottle since it is easy to use.  Putting moisturizers in the refrigerator can be soothing.
