SEE A DR!!!: Preferably a skin specialist. When you go, bring with you any meds, vitamins, herbs, pills of any sort that you have used in the past several weeks.

Rash from sitting: Possibly.  There are many causes of skin rashes in these areas, but sweating and friction is a common cause on the back of the upper legs.

Keratosis Pilaris: If it has been there for years, then it is usually keratosis   if it is new then it could be one of many other things.  If chronic, try a moisturizing cream twice a day with a mild acid in it, like eucerin plus.  There are other keratolytic creams and lotions that will help, but there is no cure for keratosis pilaris.

SPANDEX RASH: If you are developing a rash from spandex, do not ever wear it again! you may be allergic to it. Get a different type of material.

Agree and...: You don't give us much information but is it small sandpaper "goosebumps"? If so, may be keratosis pilaris which is famous for coming back again & again. This rash is caused by keratin plugs in  hair follicles and is worse in winter & in those with dry skin, eczema. When you see the doctor, they would treat it with retin a, or cream with vitamin d, urea, lactic acid, glycolic acid, salicylic acid.

Rash: If the rash responded to triaminalone, and you think it is similar. There should be no problem applying the cream to the legs and thighs. However, I realize you do not have insurance, but you should get this checked.

Details: It is hard enough to diagnose a skin condition even with an exam, it is impossible to provide a guess when there is so little information. We need to know the duration, the appearance, the character (itching , burning etc) of the rash. We also need to know what kind of medications or supplements you are on. Folliculitis?: A common cause of raised bumpy red irritated rash is folliculitis - may be made worse by prolonged exposure to moist clothes. You may want to see a doctor (or do a virtual consult with good pictures of the rash) to get a diagnosis for what is causing your rash.

See dermatologist: If these issues have been present for more than 3 or 4 days and are not improving, you need to consult your doctor (preferably a dermatologist).  If you are getting better, you may wait a few more days and observe how things go. I am concerned over the neck pain  however.
