Could be many things: Red bumps on the skin could represent many things. If they itch, they could be bites from fleas, mosquitos of other insects.  If they don't itch, they could be tiny blood clusters, called angiomas, that run in certain families.If the persist, and if they hurt or itch a great deal, than perhaps you need to visit a dermatologist.

Need more info: Red, raised bumps with clear vessels are macuvesicualr rashes.  These can be caused by viral infections, medications and reactions from things on the skin.  Do they itch or painful?  Do you have any systemic symptoms like fever? Is it in your mouth as well? Any new meds?  While rarely dangerous, if you have systemic symptoms like fever, it is spreading or UR feeling sick, you should see your doc

Itchy bumps: Itchy bumps can be puppp (pruritic urticarial papules and plaques of pregnancy) are one cause of itchy bumps.  Flea bites, contact dermatitis, eczema, scabies and other causes are among other possibilities.  I recommend you see a board certified dermatologist for help with this.  Good luck.

7-10 days: Consult physician for stronger medication. OK to use OTC antihistamine like Benadryl (diphenhydramine) or Zyrtec

Folliculitis: inflamed  or infected hair follicles usually from contaminated tweezers. I suggest boiling your tweezers and after cooling down, wipe with rubbing alcohol: do this a least weekly. Use 1% OTC hydrocortisone cream on the reddened areas; however, if pus forms, you will need antibiotics.

Razor bumps: It sounds like razor bumps.  If you are using a razor on either of those areas...that’s the likely cause. If not, some sort of ectopic dermatitis is a possibility.  See a dermatologist.

Benedryl: Benadryl or the generic called "diphenhydramine" is often the drug store's own brand of allergy medicine. It can possibly cause some drowsiness so use caution but it can be your first line choice for an allergic reaction. If it does not help or the reaction gets worse or you start to have any trouble swallowing, go to the er asap for help.
