Detail is important: Rashes are hard to describe in words. A doctor's exam can help decide what rash spots or bumps on the skin might be. Spots can be "post-inflammatory," the residual effects of an earlier rash. Spots can be eczema (sensitive, dry skin), fungal infections (tinea versicolor), psoriasis (autoimmune disorder), reactions with chemicals like soaps, allergic spots, viral, etc... Many possibilities.

White spots: Could be pityriasis alba which is due to eczema or dry skin.  If otc cortisone creams and moisturizers don't work,  see a derm.

Petechie: There are a number of  rashes commonly seen in newborn babies. The one you are describing does not seem to fit in any of those rashes. I suggest that this baby need to be seen immediately to make sure she is not having low platelets or any other blood cell pathology.

Virus.:  These are called little petechiae, mostly or most commonly due to a viral syndrome. They should go away. If you're not having any fever or chills, I doubt it's a serious viral syndrome.

Exam needed: Inspection of these skin findings by your Physician or a dermatologist is needed in order to make a diagnosis. If they are scattered,tiny and not itchy,they could be harmless dilated skin capillaries(hemagiomas). It is unlikely that they are caused by the sunburn.

Red spots: These would have to be examined by a physician or your dermatologist for diagnosis. Are they recent as in a rash or long-standing and permanent? Are they flat or raised? Possibilities include multiple hemangiomas or benign nevi.

allergy test..it was 120 allergen..and almost 100 was positive..a lot of red dots on my arms after the test..is that normal and what med to take ?

Allergy skin test: Common to have lots of red dots during an allergy skin test, some people do have sensitive skin that would react to anything applied to it, that's why there is a positive and a negative control to compare to. The doctor who performed the procedure would explain, and most probably you weren't allergic to all these elements or to any. Treatment depends on your case, allergy testing is just a procedure

May not  be allergy: Since  you are  not itching I would not  immediately consider  cat allergy.  The coughing and the rash needs clarfication. I woud contact your  physician and clearly clarify this issue
