Keratosis Pilaris: If it has been there for years, then it is usually keratosis   if it is new then it could be one of many other things.  If chronic, try a moisturizing cream twice a day with a mild acid in it, like eucerin plus.  There are other keratolytic creams and lotions that will help, but there is no cure for keratosis pilaris.

Keratosis pilaris: Keratosis pilaris (kp, also follicular keratosis) is a common, autosomal dominant, genetic follicular condition that is manifested by the appearance of rough bumps on the skin. It most often appears on the back and outer sides of the upper arms (though the lower arms can also be affected), and can also occur on the thighs, hands, and tops of legs, flanks, buttocks, or any body part except glabrous.

: Fortunately, viral infections are usually short lived and a viral rash will clear by itself.  If your child is itching or appears ill or develops new symptoms, your pediatrician should be consulted.  No specific therapy is needed for viral rash.

If he has a fever...: ...It could be a virus, and you should see your pediatrician. If no fever it could still be a virus, or he could have come in contact with something he's allergic to, possibly something floating in the air like dust or pollen. It could also be a reaction to a medication or food. You can try some 1/2% Hydrocortisone cream, but if the rash persists you'll need to see your doctor.

Eczema: The distribution suggests eczema, it is worse in the winter from dry cold conditions. Keep moisturizing your skin regularly, take tepid water short shower, moisturize immediately after and before bed time, see an allergist to check for allergies.
