See your doctor: Are you treating your own rash?  Have you seen a dermatologist?  Often over the counter medications are effective short term but if you have a chronic skin condition may need longer course of treatment.  Recommend dermatology evaluation.

Dermatologist: See a dermatologist. Your eruption occurs in areas of friction. Yeast infections occur in these intertriginous areas, but neck involvement is usually not seen with yeast infections. Since you have such scattered involvement you should be examined for diagnosis and treatment.

for over a week now i've had a rash on the inner fold of my arm. it appears on both my right and left arms. but is barely visible on my right arm. they appear as tiny red raised bumps. they don't hurt or itch. is this a sign of hiv?

: What you have is almost the same as baby's diaper rash due to sensitive skin with moisture. You can first treat the rash with hydrocortisone cream 1% and lotrimin cream 1%, two hours apart, twice a day. After the rash resolves, you should use talcum or starch powder (okay to use in adults) or zinc oxide ointment on that area to protect the skin before sleep.

my four year old has always had sensitive skin. at times, she breaks out with a flat pink/red dry looking rash clustered mostly on her face, behind her knees, legs and in the folds of her arms on the front side of her elbows. could it be pediatric eczema?

This : This does sound like possibly atopic dermatitis, which is common form of eczema seen in children.  I would consider using cerave hydrating cleanser (gentle, soapless cleanser), cerave cream to moisturize the skin everyday, and a possible trip to the dermatologist for good treatment options.  For my patients, i often combine the above therapy with prescriptions such as Protopic ointment, desonide ointment, or Cutivate Ointment with pretty good success.  I hope that helps!  take a look at the link below for a picture of eczema that probably is similar to what you are talking about.

Insect bites can also be the cause of a rash on the skin.  Have it evaluated by a professional and get the appropriate treatment.

Keratosis pilaris?: Probably the most common rash on the back of the upper arms. There's no perfect way to treat it. Some moisturizers with ammonium lactate can help soften and smooth. A prescription product like tretinoin (retin-a and others) can help smooth the areas.
