Virus: Viruses can also give you a sandpaper rash. You doctor might be able to do blood test to tell you what type of virus.

Hard to label: Most rashes require a direct observation to begin understanding possible origins. In newborns it is often transient baby acne. With others or can be reaction to soaps, lotions. food. etc.. Keep the area clean &amp; it may fade on it's own. If it persists her doc can sort this out.

Scarlet fever ?: Sandpapery texture suggests scarlet fever - which is strep throat with a rash.  But the cough and chest congestion make a viral rash more likely.  Scarlet fever usually goes with a red sore throat and red lips and tongue, headache, stomach ache and fever.  It's diagnosed with a throat culture.  Otherwise, if it's a viral rash, there is not so much you can do.

Rash: It may not be scarlet fever at all. Scarlet fever is a fairly rare manifestation of strep infection. It's unlikely to go without sore throat and fever either. You will need to take you kid to the doc to figure this out.

See your PCP: There are many causes of dry mouth including: mouth breathing, OSA, certain medications, lifestyle (smoking) and systemic illnesses (diabetes). Some causes are easily correctable, others are more difficult to treat. Not related to teeth or dentures.
