7 year old has what looks like the beginning of scarlet fever rash. small red bumps sandpaper like all over body, but has no fever or no sore throat.

Rash: It may not be scarlet fever at all. Scarlet fever is a fairly rare manifestation of strep infection. It's unlikely to go without sore throat and fever either. You will need to take you kid to the doc to figure this out.
