Pubic lice?: Can’t really tell without seeing (physically or virtually). Sounds more like scabies/pubic lice rather than Herpes

Have doctor examine (physically or virtually), diagnose and treat.

The treatment  is lubricating eye drops; systane, blinks, refresh. The red spots are most likely areas of irritation called pingueculae. Use sunglasses while out doors.
