Call - us  Wart.: Raised roughened areas on the side of the big toe, especially at your age  are restricted to only a few conditions. A wart will generally hurt when squeezed. A callus will generally hurt when pressure is applied by pushing on it. The problem is, to tell them apart, a good visualization of the bump  is needed. Best to see a foot specialist to prevent the lump from potentially spreading.

Fresh water swimming: Fresh water  is not as fresh/clean  as we would like to think.  May be infection follow up to day with doc, may need topical or oral antibiotics. . Salt water beaches or chlorinated pools are better ( salt kills bacteria )

Skin rashes: Skin rashes need to be seen to get proper diagnosis and treatment. Based on your brief descriptions, raised bumps on your skin sound like urticaria or hives. If you have it recently, you can try otc antihistamine. Several etiologies may cause acute hives but otc is suffice. If it last longer than 6 weeks, or you have associated shortness of breath/ abdominal pain, you should come see an allergist.
