Depending on the cause, there are almost certainly good treatments, so seeing your doctor will allow you to get a diagnosis and treatment, which may include topical creams and possibly oral medicines.

FOR THE PUSTULES THAT DEVELOP, I WOULD RECOMMEND THAT YOU SEE A DERMATOLOGIST TO FIND OUT WHY YOU ARE GETTING THEM.

See doctor: Does your child have eczema?  if so the pustules might have been from staph introduced into the skin from the scratching.  Regardless, an allergist or dermatologist would be ones you should consult.

Can be drying: Prescription medications for acne can be quite irritating for some people.  It is usually recommended that hypoallergenic cleansers and moisturizers, such as Cetaphil, be used in addition to help minimize dryness.

Yes.: If the area in question is red, firm, hot, and tender to the touch, infection is a possibility, whether pustules are present or not. Staph infections typically have pustules, but not necessarily; and strep (and some other) bacterial infections usually do not display pustules at all.

i have been dealing with a skin condition that has been wreaking havoc in my life. it started with 3 bites under my left armpit that became horribly itchy. it has morphed from tiny itchy stinging bumps to larger pustules. on week 24. nothing helps?

: The most important thing is to stop scratching, you could try warm compress on it and also apply topical steroid like OTC hydrocortizone to relieve some of the itching. I hope what you call pustules are not boils, then just use warm compress and just steroid on the surrounding that may be itchy. Scratching makes the itching worse.

STD or fungal infxn: This could be a form of fungal infection (tinea or 'jock itch'), which would respond to OTC antifungal medicine like tolnaftate or terbinifine. Pustules on the penis are of more concern - unless these go away quickly with antifungal treatment, please get yourself checked for a sexually transmitted disease (STD)
