tiny black specks size of pin head under my skin, on my finger tip. little cluster of about 8. doesn't hurt. any idea what it could be?

May be a wart: What you described is consistent with a wart. You may try over the counter remedy for a wart.
Get HPV vaccine.
Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.

i've been having constant, chronic numbness, spasms & pain from my head, down to my fingers. this occurs mainly on my left side, but sometimes shifts.

More info please: More details would be very helpful to try to figure out your question. You could have any number of inflammatory conditions such as allergy, infection, or a large number of alternative conditions that cause pain. Symptoms like these deserve a full evaluation in person by your health care provider.

Babies : Babies are born with "soft spots" or fontanelles where the bone plates of the skull have not grown together.  The fontanelles are made up of cartilage and membranes instead of bone - this enables their large heads to pass through the vagina more easily when they are born.  In a 4 month old, there are 2 noticeable soft spots - one diamond shaped one at the top of the head and one small triangular shaped one in the back of the head.  The larger one on the top will close at around 1 year of age and the smaller one at the back will close at 6 months.  If you are feeling something different than this, contact your child's doctor and have them take a look.  Head injuries and scalp swelling can cause a soft area, and needs to be evaluated. See a DO doctor : Best to see an osteopathic physician to evaluate your structure/spine/neck. There are nerve root connections in the neck that can affect the fingers, as well as connections from the low back that affect the toes. That can easily be addressed. However, if you need a referral to a neurologist from your physician, for further evaluation, that is always an option too, as everything  is connected.

i felt recently started to feel a burning sensation on the top of my head. i've slowly and carefully ran my fingers through the area and feel no evidence of trauma nor has any occurred recently?

Scalp burning: If there are no eruptions,lumps or tender areas in your scalp, you're most likely experiencing  irritability of a  superficial scalp nerve which usually resolves on its own. See your physician if symptoms persist.

Muscle versus nerve: Numbness of the head is often irritation of the scalp muscles, which can transmit to the muscles of the arms and lead to the hands. However, if this persists, then a scan of the brain is useful for at least ruling out any brain/cranial nerve related issues.
