it depends: It depends on the context. In some normal people, that could be a slow reaction that is minimal (expert checkup is needed). In certain conditions (neurological, infectious, etc) it could be a sign. Some meds can cause that too. In someone completely blind, or even dead, pupils would not react either. Your dr would confirm this lack of reactivity, and correlate with other findings in your case.

Dilated pupils: Dilated unresponsive pupils can be related to medication use, topical dilating drops, trauma, neurologic disease,  and other issues.  See an eye doctor for further evaluation.

It still responds: In Horner's syndrome the pupil can still dilate to varying intensities of darkness but just not as forcefully or briskly as the normal eye.  Another way to put it is that depending upon the severity of the sympathetic pathway interruption pupillodilatory muscle activity can be affected anywhere from mildly to severely or even paralyzed.  Only seen dilation paralysis a few times but it can happen.
