Some go for years: Unfortunately many men go on for many months w/o ejaculation, especially older ones with illnesses such as advanced diabetes, morbid obesity, heart disease, stroke victims, severe depression where desires for relation is not there and thus need for ejaculation is virtually none existent, thus no pre-ejaculation/ejaculation all together. So, many go w/o this pleasure for long periods of time.

Pre-ejaculation: seepage/flow is normal with sexual stimulation. Routine hygiene, like showering once a day should prevent any odor. Change underwear twice a day if you are easily stimulated.

Sperm: it takes but one sperm to fertilize an egg. There are plenty of sperm in the pre-ejaculatory se creations of the penis.  Therefore, if the sperm got in the vagina you could get pregnant.  In simple terms: penis + vagina - birth control = pregnancy.

No. But if worried..: Pregnancy won't happen if the sperm can't get into the vagina, or if the sperm are just a little bit into the vagina and can't swim all the way up through the cervix and beyond. Life sometimes will surprise people, because people having sex are not thinking of the details (like exactly when and where a finger, a penis, or sperm are located). One can do a pregnancy test 3 weeks after sex.

Risky: There is always a risk.  It doesn't sound like the risk is great,  nevertheless it exists.  Keep in mind that, unlike women,  from the cradle to the grave, males remain fertile (continuously produce sperm).  You might want to consider Plan B contraception (assuming you're not ready for pregnancy).

No: Dried stuff on one's hands won't start a pregnancy. Washed hands won't start a pregnancy, with or without soap.
