Depends: This could be gentile herpes, though herpes generally shows up as painful ulcers that can come and go.  This could also be genital warts, a fungal infection, or something completely benign called pearly penile papules.  All the same, you should see your physician during an active outbreak in order to be diagnosed and appropriately treated.

No: Remember that for most of mankind there was no circumsicion, showers, or soap.  If what you describe were true then most of mankind would have had penile infections.  The body secretes fatty materials onto the skin, and these materials are antibacterial.  Daily bathing is a modern affectation.

Several: warts, molluscum, even herpes(genital) can be like this. Check it with dermatologists, they would tell you.

Sebaceous glands: They  are probably sebaceous glands. Leave them alone. They are normal. Trying to pop them can cause local trauma and introduce infection.  If you are still concerned then follow up with your primary care physician for examination.

Other possible  infections include: genital warts, molluscum contagiosum, hiv(viral), balanitis(yeast), tinea cruxis(fungal), syphilis(bacterial). The bumps could be an allergic reaction or a normal finding, pearly penile papules. Get examined and be tested for STDs asap. Urine, blood, saliva, skin scraping samples are used, not penile swabs.

See a dermatologist who will allay any fears you may have.

: By far the main cause of penile "blisters" is herpes. It could be recurrence of an infection acquired many years previously, without recent sex. Can't say more based only on this description; you should be examined ASAP by a provider with experience in sexual health and herpes. Your nearest NHS GUM clinic would be an excellent option.
