No: Anyone can have it done if they are willing to pay for it.  As an experimental and investigational procedure its not covered by insurance, so you have to pay out of pocket for it.

No: Platelet rich plasma (prp) is a component of your own blood so it is unlikely that you would be allergic to something that came out of you - it's a part of you.  Prp injections are meant to stir up healing and the first stage is an inflammatory response, so its not unusual to have a natural inflammatory reaction characterized by pain and swelling, but this isn't an allergic reaction.

: In order to grow dermis or epidermis, skin stem cells must be present, and specific conditions must be provided including nutrients, a scaffolding layer and no disruptive movements. It would be impossible for a random stem cell within this blood product to be able to grow into skin.

Use of prp is experimental and has not been proven to help with the problems for which it is being recommended.
