No!: I don't think so! you have to have mucosal contact to get infected with hiv. Of course intravenous drug users can get iy by sharing needles. But what you describe could be a disease we rarely see scarlet fever although is is mainly in young children. Go see a doctor to rule out strep throat... Also the rash could be of diagnostic importance. Go see an md!

Viral infection : This is likely a viral infection and should subside on its own.  However if the redness occurs with crusting or discharge, this could be bacterial and you'll need eye drops.  Viral infections can occur with costochondritis which leads to rib and sternal pain which you described. The best remedy for that is NSAIDs, such as Ibuprofen  which can help with both the pain and the inflammation.

Ask director: If you work in a laboratory, there should be very explicit guidelines for dealing with situations like this.  HIV CAN be transmitted via fluids, but it is not always causative.  Please consult your superiors.

: HIV is transmitted through broken skin, open wounds, but mostly through mucosal membranes which is not what above scenario describes. A reliable site is cdc.gov in clarifying HIV transmission.

: There is very little risk of HIV transmission .If your lips have open cuts or wounds or your gums are bleeding, than transmission is possible. Either way get tested for peace of mind.
