Maybe: Incontinentia pigmenti is an x linked dominant disorder.  Every woman has two x chromosomes (that's what makes her female).  In this disorder, she has one x with the gene for the disease, and one normal x.  Her eggs each have one x, either the one with disease  or the one without.  She therefore has a 50:50 chance of passing the disorder to her daughter.  It is usually lethal when passed to males.

Pigmentation: You will need to give more details such as where is it located, what color is it, did anything seem to precipitate it like a sunburn or a rash, etc. Is it associated with any scale?  There are many internal and external causes of alterations in pigmentation. Most likely you will need to be examined to be able to make a diagnosis.
