See primary MD: Why not talk to your primary care physician.  Most times they can tell what it is or they can obtain a culture to get a diagnosis when the rash is present.  If they cannot treat the problem they can refer you to the appropriate sub-specialist.

: Find a life coach/therapist to learn the skillset needed to handle your life. These addictions take time that you could otherwise apply to productive people or organization oriented pursuits. You can explore reasons you find comfort in porn other than the temporary enjoyment it may provide &amp; learn ways to move past it.

Visit the doctor : The description of itching in your genitals and back of the palms, without additional information (meds, allergies)  in an 18 years old man (unless stated, presumptively sexually active), there are several possibilities.  Infections, some contagious, must be ruled out.It is very important to visit  a doctor to see the rash more importantly, to discuss the specifics of your case in a timely manner.

Strep Rash: yes, if they had a generalized Strep infection but that would be rare.  It is much more likely to get lesions there from STDs.  However, that being said go to the doctor.  If the doctor diagnosed the rash and lesions as a certain infection then one has to believe it especially since we aren't there and don't have the clinical information or tests.

there is rashes beside my genital . it is too near to the private part. i am scared to tell that to my family. what should i do?

Genital rash: It is very hard to say what the rash is.  It may be a simple fungal infection which can be treated with topical ointments purchased in the pharmacy.  If you are sexually active, it could be a sexually transmitted infection which will require antibiotics.  I recommend that you get an evaluation.

when do genital warts grow like what i see at google pictures? ps. they are horrific. what causes those warts to grow like that?

Genital warts...: ...usually remain small. People tend to post the most dramatic pictures. It isn't known why some become especially large or numerous, but most warts remain small and few in number. If you think you might have genital warts, see a doctor. And for sure get vaccinated, which will protect you against the virus types that cause most warts and cancer.

Not necessarily: But they can be signs of other stds.  I would definitely go to get evaluated by a doctor.

Normal: The inside of the vagina normally has white bumps. Don't squire or pick them. It is just normal skin!'.

Get tested: It is not feasible to provide a meaningful opinion without examining you. You should see your doctor and get tested. 
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine, if you are under 27 years of age.

can genital warts have hair grow out of them or from the side of them? could i send picture?

: warts grow out of the outermost layer of the tissue (epithelium) which does not have hair follicles which are in the deeper layer. But in a hair baring area can give an appearance of hair groing out of it. No this forum does not accept pictures.
