No picture: Sorry - I can't bring up your picture. But a bruise (blue-grey color) means you've had bleeding under the skin that is more than a day old and I would be suspicious that a red circle is new bleeding. If you've not had any trauma, I would be worried about your ability to clot. If there has been no trauma, you need evaluation right away. If there has been trauma, just protect the area until it heals

Not a bruise: Anything that has been around for a year is not a bruise it would be unusual for an hemamgioma to.appear and.grow that fast  see a dermatologist do tou have "bruising"'anywhere.else?

Calf Swelling: Please measure your calf and compare to the one not affected. If you have redness, or a feeling that the calf is quite hot go to the er. If you have any shortness of breath or any chest pain please go to the er.

+4 pitting edema?: Who determined that it was "+4 pitting edema?"  if it is simply localized to one small area of the shin then, a medical examination is warranted.

Have it evaluated: I looked at the image and it appears the arm is swollen. The picture is not sufficient to make a diagnosis. See a doctor.
