Reflux: Phlegm in the throat associated with food may be from acid reflux. When acid reflux makes it to the level of your throat it is called lpr.  In some instances chronic inflammation in the tonsils may cause similar symptoms.  I rare cases, a pouch like space called a diverticulum(zenker's)  can occur in the upper esophagus which can produce mucous and debris.

Time ; patience: Unfortunately, most cough +/- phlegm are due to viruses for which there are no antibiotic cures. Recent study concluded average duration of cough illness is 18 days. Phlegm color doesn't help determine need for antibiotics. Go see your family doc if you're getting worse, feel short of breath, have a fever, etc. But for most cases, it's a matter of time ; patience. Sorry!

PND: What your describing could be several things..But the first thing that comes to mind is post nasal drip.  It can become quite thick and cause a lot of clear phlegm expectoration.  If you find yourself clearing your throat constantly..It may well be this.  You should see your pcp in case its something more severe.

There are various: degrees of allergy to dairy products. You may have a mild allergy where your immune system mistakes the proteins found in mild, whey and casein as dangerous substances. Your body reacts by creating IgE antibodies which then cause mast cells to create histamine. This leads to inflammation, swelling and irritation triggering mucous production. Consume only as much as your are comfortable. Stay well!

: What was originally a viral upper respiratory tract infection could have developed into a bacterial infection after 7-10 days. A sinus infection would then cause ongoing nasal or postnasal drainage of discolored mucus. A bronchitis would cause coughing up of discolored phelgm. If symptoms persist a course of an appropriate antibiotic may be needed.

Hard to say: Without a review of her history, exam and needed testing it is not clear what may be needed or if anything would help. Most of the cough/cold combination medicines have been found worthless in kids under 6.

Possible sinusitis: see your doctor again or an ENT specialist, you may need prescription medicines and antibiotics after evaluation, meanwhile use saline nasal washes to help reduce the thick phlegm in your upper airways, best wishes

Can't tell: Typically water on the lungs will create a different type of phlegm, like more pink/white instead of mucus/yellow/green.  To check for fluid in lungs, get chest xray or physical exam to listen to check and sounds change significantly when it is mucus as opposed to water.
