Unlikely serious: If you've never had sex, then its not an std.  Cysts are fairly common on the penis, other possibilites include a large gland, an inflamed follicle (from masterbation) or an enlarged vein.  I would recommend you see a urologist or dermatologist for confirmation and reassurance.

STD? Balanitis?: Probably an STD, much more likely gonorrhea or chlamydia than Ureaplasma, which is a normal bacteria in the genital tract and rarely causes symptoms or disease of any kind. If uncircucised, this might be fungal or nonspecific balanitis, not an STD and might clear up with twice daily foreskin retraction and washing. Either way, you need professional exam and probably STD testing. Good luck!

: No. A lesion that has not grown in 7 years, is not cancer. It is likely to be an epithelial inclusion cyst. Next time you see your doctor ask him/her to examine it and to ascertain if it needs to be removed.
