These evolving change in penile appearance over years may happen to few men and can not be cured but keeping on evolving at slow pace - not cancer. All sounds normal: At 18, probably your genital skin is naturally maturing. That often includes prominent natural skin structures:  hair folllicles, sweat glands, and sebaceous glands (also called fordyce spots) all become more prominent with sexual maturity. Pearly penile papules also can show up -- they're normal too.  "Growths" under tougue may be papillae near salivary gland ducts. See doctor if remain concerned

spots: Fordyce spots are typically more white an look like a granule. Herpes red and painful and papilloma looks more like a miny evergreen bush. This would be a good one to contact one of the docs and send a picture.

Really need shaving?: Fordyce's spots happen to some men and women, and are benign ectopic sebaceous glands. To ease razor-scraping the tiny bumps, soak and soften the hair with shaving cream longer before shaving; if not helpful, use clipper; it not satisfied, no shaving and being nature is the "best" solution. For existing condition, lightly apply 0.5-1 % Hydrocortisone cream 1-2 x, daily and watch. Or see doc timely.
