[: The adage of "Use it or lose it" holds true for erectile ability. Low infrequent erection means less penile usage, in time resulting in lesser ability to extend and expand than it used to be. Low-T contributes a big part for ED, but not entirely. How to treat low-T can be a dilemma, but usually still direct supplement of testosterone with either injection or transdermal application with close F/U.

No: It is what it is!  if you are a healthy person and are celebate, there would be no reason to believe you would have any change in or function of you penis.   It should work just fine and be the same as it ever was if you begin to be sexually active again.

from your question i did not get the sense that you had pain from the scars. 
I recommend against any further ablative treatments to the skin of the penis. This is a very sensitive part of your body and any ablative therapies such as laser resurfacing or more caustic treatments could reduce sensibility to this organ. Good luck.
