The bumps generally don't hurt or itch.Keratosis pilaris is often considered a variant of normal skin. It can't be cured or prevented. But you can treat it with moisturizer.

Your : Your symptoms are concerning for an infection or allergic reaction.  As it sounds like it is worsening, you must be evaluated for this.  Hives are a possibility, as are scabies or other types of infection.  If you develop fever, feel flu-like, or any shortness of breath then you must be seen as an emergency.

Very possible: Really need to show these to a doctor to be sure.  Try over the counter Eczema creams...they might help.  Avoid over-drying skin especially by washing

Shingles? Herpes?: If it appeared and developed the pimple-like bumps over just a few days, it could be herpes zoster (shingles). Less likely is herpes simplex virus (HSV). It's an unusual location for HSV, unless perhaps exposed to infected persons in contact sports:  "herpes gladiatorum" occurs in wrestlers, rugby players, etc. You should see a doctor right away, both for accurate diagnosis and maybe antiviral Rx.

Depends on cause..: You may need medication for acne. You may need better skin care pre and post shaving. You may need to improve your hydration to decrease the concentration of your sweat. You may need to change soap/shampoo/detergent/skin cream use. You may need to ensure clean hands touching your skin at all times.You may need to decrease oily/greasy/fatty food intake. 
You SHOULD have this looked at, to be sure.

Just a thought: but you may be having a marked "gooseflesh" "goosebumps" (elevation of the hair follicles which happens with scratching, rubbing in some people.)This is due to contract of tiny muscles which RAISE your hair ("pilo-erectal muscles) ("hair raising experience")

With out : seeing them it s difficult to give you an answer but it may be a form of dyshydrosis  abnormal sweating  see a dermatologist for a more definitive answer. good hygiene with a soap and scrub might help
