Could be colitis: Colitis i'd inflammation of the colon lining ; can present as bloody mucous without stool. Let you doctor know and get referred to a gastroenterologist.

Realize you are not: In immediate danger. That should help you avoid a panic attack. There is a reason for bloody mucous and it does need to be checked out but it is not going to harm you any time soon. Make an appointment with your doctor and you will get the help you need.

Large differential: While colon cancer is always a consideration it will not be in the top of the list given your age. Much more common conditions such as irritable bowel, hemorrhoids or inflammatory bowel disease can cause similar symptoms. Talk to your doc about your symptoms and possible work up.

i am experiencing  anal pain, constipation, passing gas, blood in toilet, rectal pain and mucus in stool. the following also describes me: feeling of unfinished defecation. what should i do?

Anal fisssure: Anal  fissure is a small tear in  the lining of anus causes severe pain and some bright red bleeding during and after bowel movements.
In most cases the tear heals in 4-6 weeks on its own.
If it persists despite RX may require surgery.
Other Rx
Keep stools soft
Increase Fiber 25-35 gms/day
Plenty of fluids
Sometimes may need to add NTG gel, Nifedepine gel , and topical lidocaine

: Your symptoms, though not so uncommon, are also not specific enough to give a definite diagnosis.  You could suffer from issues in the GI tract such as irritable Bowel syndrome, Chrohn's, Ulcerative colitis, infection or others.  However, since you do have a family history of colon cancer (Your mom), I would seek the opinion of a gastroenterologist, who would likely suggest a colonoscopy.

Mucus  is a common symptom of irritable bowel syndrome and ulcerative colitis and to lesser degree in crohn's disease.A bacterial infection, anal fissure, or a bowel obstruction may also cause the passage of mucus along with stool.
