Look at entire study: T2 and flair signal can be evidence of an "ischemic focus, " otherwise a stroke. However, other things could be in the mix, such as a tumor or demyelinating process. The radiologist will have looked at the other sequences. Sometimes, however, it can be tough to tell.

Depends upon cause: A cerebellar infarct in someone of your age would likely be due to an embolic cause.  Considerations include vertebral dissection, valvular heart disease, or hypercoagulable state.  The treatment is different in each case.
As far as recovery, the human brain is quite plastic and will continue to improve as long as you stimulate it.  In cerebellar disease special attention is paid to balance.

Type of Ultrasound?: The findings of an us are often related to the type of us(probe sensitivity), chance, skill of technician & the physician reading the study.Assuming this is the higher level study, this could mean it could be there but wasn't found or it isn't there.Absence has a developmental impact  and can be a recessively inherited trait.I would review the study with the dr or a geneticist & get more info.

Partial agenesis: A fetal MRI can confirm what we see on ultrasound and may be helpful in prediction. Chromosomal analysis, usually by amniocentesis, is also important. Unfortunately, imaging studies do not predict function of the fetus after delivery. Partial agenesis may be worse than complete absence of the corpus callosum.
