See below: Consistent response to biting. Every time your child bites, he/she needs to be told “no don't bite.” You can even place in time out for a minute. Don’t bite back. It can take up to 2 to 3 weeks of consistent intervention to change the behavior.

a 15-month old toddler appears to have no concept of permanence.  what does this mean?

the child cries when the parent leaves the area.  when touched i have noticed he does not or is slow to respond. behavior reminds me of a child half his age.

Kid is normal: Please leave this kid alone. Infants and toddlers with a normal brain eventually figure out that their primary caretakers are more dependable/important than others. They begin to fear they may never return if they leave and only acquire object permanence between 18-24 months. You don't gain their trust from blood relationship, only by being part of their primary caretaker group.

3 rules: 1. Never tell him to do something like "eat your dinner" or anything that he can control himself. 2. If you tell him to do something e.g. Put your toys away because i want to set the table, give him a reason and time to do it. 3 if you have threatened a punishment (or something good) never go back on your word. Make sure that you can enforce it. Set precept and example.

Meningitis...: There are many causes of meningitis - both bacterial and viral.  I don't know what "antibody test" you had; however, it is unlikely it tested for all possibilities.  The truth is that you likely had your diagnosis made by spinal tap AND obviously recovered SO the diagnosis from 1973 is no longer significant in your life.  Take care :)

Yes: Bur that depends upon the other individuals with whom he has been in contact.  Does he go to daycare?  Has he had baby sitters, has anyone put their fingers in his mouth or kissed him on the lips?  Canker sores, however, generally appear somewhat differently than herpes ulcers and a pediatrician can often tell the difference.

Yes, beneficial...: If your child is heterozygous for both of those it is worth knowing about. It is thought by many experts that these common genetic variations (esp. im having an ocd episode. my 22mold constantly has his thumb in mouth. he just got back from tumble where they had a used bloody paper towel on floor. could be from a toddler, parent, coach, or older kid. he definitely touched it. is he ok?

: Safety is relative, as are all things in life. Toddlers explore their world and "eat" things. That's what they do, and we parents have no idea what some of the things they nibble on are. We vaccinate babies and toddlers for Hepatitis A and B, and then not worry about their accidental contacts with stool or blood. There are essentially no other "edible" blood infections in the US that worry us.
