Many Possibilities: They could be swollen taste buds, blisters, cancer, trauma from biting your tongue, cysts ... The point being there are many possibilities.  The only real answer will come when you visit your dentist and get them examined.

2. Herpes:Caused by the same virus that causes cold sores and is sexually transmitted
3. Pubic lice: An infestation by a bug
4. Rash: you may have a rash caused by a reaction to harsh soap products

Folliculitis: Perhaps the skin is irritated.  When the hair follicles get an infection they cause little bumps.  Usually seen w men shaving facial hair. Called razor bumps. The area gets red and angry. Need to disinfect razors get new ones.

Various: There are multiple possibilities including: thrombosed external hemorrhoid, pilonidal cyst, peri-rectal abscess, herpes, etc. Some of these will get better with time, some require medical or surgical treatment. Get it checked by a doctor.

It depends: Many medications (both oral and topical) can cause a photosensitive dermatitis (rash due to sun exposure). Topical sunscreens can also cause this problem. In addition, photosensitivity can be seen with certain genetic conditions (such as porphyria) and autoimmune conditions (such as lupus). Rarely, individuals can develop hives with sun exposure. Discuss with your healthcare provider.
