Sounds more like the: surgery may not have the best result. If due 2 failure of a soft tissue repair, steroids in my opinion would not B indicated as they do have adverse effects on soft tissue.

Painful swollen foo: Have your doctor to touch a tuning fork to the area
to illicit pain .If the vibration irritates the bone you have a fracture for certain. For the unevenness just ware 2 post-op shoes.

Exam needed: Stay calm and get an exam promptly. No need for ER unless symptoms have been prolonged or you have risk factors such as injury, stasis ( immobility) recent operation, recent air travel, family history of blood clotting disorder or personal history, use of birth control or smoking. If you feel short of breath, racing heart rate, or have risk factors, you can go to ER to rule it out

Pain on top of foot: Pain on top of foot can come from inflammation of tendons from any pressure on the foot, including tight shoes/laces  and irritation of the nerve. Eliminate any pressure, use combo of ice/moist heat/ ice again for 5 min , apply  traumeel cream 3-4 x a day if you have no allergies to any meds and can take nsad's for 1 wk.If not better, see  podiatrist to r/o stress fracture/ tear of tendon.

Cyst of some type: Several things can cause it, there are deposits like lipomas, epidermal cysts, that are benign but can be painful.  A common problem in that area can be a ganglion cyst.  These are small benign growths that occur on tendons.  They are all easily sorted out on physical exam.  You should see a primary care doctor.

Tendonitis: Tendons that serve the toes probably strained.  Rest and warm soaks should help.  If continues see a podiatrist.

No enough : Info given to make a definitive diagnosis. Just because an xray was read as negative doesnt mean it is. Also, a stress fracture sometimes will be seen in a serial view and not the first set. Soft tissue injury or issue like a ganglion is a possibility.
