Sounds like Inflamma: The fact that it is in both hands goes more for an inflammatory process. Did you have any trauma ?  Try icing to bring the inflammation down and passive movement to see if this helps.  Start here

Unlikely: Herniated discs and bulging disc are just different stages and may even be the same depending on your interpretation; pain in the basal joints of the thumb is more commonly associated with overuse and degenerative arthritis.

Probably tendinitis: this location for pain in the thumb tends to be tendinitis.a thumb splint for at least 6-8 hours per day for 1 week should help to relieve symptom. also icing the thumb for 20 min per day should also help.if it does not resolve within 7-10 days i would recommend that you  see an orthopedic surgeon or sports medicine specialist.
