Antiseptic: May benefit from a topical antiseptic/antibiotic dressing but if extensive and difficult/slow to drain or unwell may need consideration of oral antibiotics and other interventions.  Best to consult a doctor or your local pharmacy for advice on products available in your local area that are suitable.

It : It sounds like an infectious etiology. Perhaps you are dealing with impetigo, which is a bacterial skin infection. It causes sores that often break open, ooze fluid, and then develop a yellow to brown crust. They are most commonly found around the mouth and nose. It can recur. 
If this occurs again you can try an over the counter anti-bacterial cream to the affected area two to three times a day. Finally, this may not be the iisue at all, it is always a good idea to let your doctor evaluate you, make a diagnosis, and treat.

Cellulitis: Painful bumps indicate inflammation, most likely infectious from skin bacteria. Put some Polysporin (bacitracin and polymyxin) ointment on them and take ibuprofen for a couple of days. You should also disk these with Epson salt. If no improvement in 2 days, see your doctor for a quick exam and assessment. You may need a course of antibiotic to treat.

i applied neosporin to an incision per my doctors instruction. i now have red burning skin that has small oozing blisters. is there something i can do?

Hard to know: A bit more information would help, but it seems that either a serious infection has developed and you need a course of antibiotics or you have a contact allergic sensitivity to a component of the neosporin (relatively common).  Has this happened with neosporin before?  If the latter, then topical corticosteroid may help (but it would not if this is an infection).  Good luck!

six year old has itchy raised oozing blisters behind both ears and a few on the top of her head appearing for over a week. she has no other symptoms.

Infection: This is a classic description for impetigo, a skin infection passed from site to site by the scratching of this child. Initial treatment by blotting with peroxide/drying and applying an antibiotic cream may help some.However, it may require an oral medication.

Clear fluid?: If the blisters are draining clear fluid i would not be concerned. After the training has stopped you can apply moisturizer to help the dead skin fall off.

Blisters: If your blisters are actually draining pus, thick yellow material then you need to see a doctor.  If it is a blood blister then you need to make sure to clean them up with soap and water. I would keep them wrapped as they need protection as well as keeping them clean. I would recommend buying "adaptic" dressing as it will keep the gauze from sticking.
