Yes: Breasts are rarely exactly the same size and sometimes the difference can be quite noticeable.  This may be particularly true in younger women who are still maturing, if there is a large weight gain or loss, and during and immediately after pregnancy.

Breast asymmetry: Yes, this is something that  plastic surgery can improve. In general, the approach depends on what the patient wants.  If the patient would like a larger, perkier breasts, the size discrepancy can be evened out by making both breasts larger. If the patient wants smaller breasts, the same applies, reducing the larger breast by a greater amount.

Big smaller vs...: ... Small bigger. 

Depending on the size and shape differences, it may be simplest to put an implant in the smaller breast. 

Reducing the larger breast is an option but would result in more scarring. 

This will likely be cosmetic rather than insurance. Find a board certified plastic surgeon who offers free consults and you can hopefully get a more personal assessment.

This is normal: It is normal for one breast to be a different size than the other side. For some women it can be a significant size difference.   Check with your doctor.

Probably OK: If you are attempting pregnancy, you should be seeing a gyn anyway, but i bet you that this is just a side to side difference you have just never noticed.  If you were to take 2 pictures of your anatomical body, cut the pictures in 1/2 and paste right to right and left to left, you would not recognize yourself in either.

i am experiencing  rash on back and buttock rash. the following also describe me: skin redness or irritation and skin rash. what could cause this? they look like big bites but they are on the top of my butt my side and right under one of my breast

Folliculitis?: A common cause of raised bumpy red irritated rash is folliculitis - may be made worse by prolonged exposure to moist clothes. You may want to see a doctor (or do a virtual consult with good pictures of the rash) to get a diagnosis for what is causing your rash.

Breast asymmetry: Contrary to common belief we are not symmetric, meaning we are not the same on each side of our body.  One hand or foot may be a different size and it is not unusual for one breast to be larger than another.  That being said if there is pain, if this is a new finding or you feel a mass in the breast it should be evaluated by a doctor.
