Numb tongue and lips: Numbness of any kind is not normal. You should check with your doctor, but i would assume this is a warning sign that you shouldn't drink alcohol. Or at least, you should not drink that particular type of alcohol.

Depends: If you are talking about long term use of high alcohol consumption for years  then legs and arms should become numb first. If you are talking about occasional drink beyond your tolrability then then lip numbness can be part of the same feeling in the whole body but not isolated lips only.

Side effects: Alcohol is a central nervous system depressant and can have a host of side effects on your body. If not metabolized fully, it can result in toxins being released and can have short term effects such as these.  You may be more sensitive to this than others. 8 days ago i found out i was allergic to peaches as soon as i took a 2/3rd bite into one, the bottom of my tongue became numb and my lips swell with bumps on it. i drank alcohol last night and about 4-5 hrs of sleeping, my bottom lip is very swollen.

Antihistamines : Try taking oral antihistamines like zyrtec or Allegra. Benadryl will also help but might make you sleepy and only last a few hours. If any breathing difficulty, coughing or the sensation of throat tightening develops please see doctor right away

is it safe to drink alcohol after dental surgery (lidocaine injection into mouth to numb pain)?

it's been about three hours. i'm not taking any medication. i know it's not ideal for gums, but just wanna know if i'll die or not. thank you so much?

: Not knowing the typeof surgery that you had (hard or soft tissue) it's hard to say. In moderation, and the surgery was hard tissues (tooth) repair, you should be OK. But I would be concerned as to why you need alcohol to address a stressful situation.

: Yes, it can, as alcohol is irritant and will cause local chemical inflammation, pain and swelling. There must be a reason for why you decided to rub alcohol on your genitals (a potential infection/rash?) and that by itself can cause above symptoms as well. Or in other words a different cause contributing to your symptoms cannot be ruled out, best to have your doc examine and make recommendations.

Only while you drink: Trouble is it will numb you to everything including the road carrying out your job, and the fact that you are destroying your body and brain.
Take it from an only child, being alone has its advantages
instead of drinking find something constructive to do, go help someone, go to the temple of your preferred religion and pray,  go out and walk 
if you can't stop, get help to learn to not drink.

Yes: Usually these symptoms are caused from hyperventilation due to anxiety over being intoxicated;however, they can also be caused from thiamine deficiency, dehydration or GI bleeding.
