Chostchondritis: You have chostochondritis.  This is also called tzietze's syndrome.  Cause is unknown.  Relieved with anti inflammatory medication.

i have been feeling numbness around my left ribs and chest area for over a week, it is only really noticeable when i am changing my shirt or touch that part. i don't know what caused it, as i didn't physically hurt myself there?

Sprain: Since your pain is reproducible on palpating
It’s likely musculoskeletal 
.icing and OTC analgesics will help if there is no contraindications.

Needs assessment: The symptoms appear to be neurologic, possibly stemming from nerve roots in the cervical spine.  However, that's pure speculation at this point.  Your problem merits a careful history and physical exam by your doctor and possibly a referral to a neurologist.

Nerve issue: In the absence of pain, swelling, limitation of motion and respiratory difficulties, most likely you have a localized problem with a small sensory nerve in the skin. At any rate if the symptoms persist for 4 to 6 weeks without resolution, you should get a medical examination.

Could be cardiac: Although you are quite young, your symptoms could be consistent with a heart attack or low blood flow to the muscles of the heart. I don't know whether you have any risk factors but with this limited information I would urge you to go to your nearest emergency room or urgent care center to be evaluated immediately.

See or call your doc: tor immediately if the pain and numbness is continuous or often to make sure you're not missing early signs of a heart attack, vs. it just being post breast biopsy referred pain into chest/ arm areas. Rib pain: Some people may develop irritation of intercostals and might be associated with recurrent irritation which could be very painful. If any cardiac problems have been checked for and negative then anti-inflammatory meds as Ibuprofen can help with symptoms.
