for swollen nose turbinate, what is the best procedure with the least side effect to correct this problem, tried medicine it didn't work, somoplasty ?

See ENT or allergist: You need to find out the cause for the turbinate swelling before you can treat it.  Oral antihistamine alone does not decongest the nose but adding a decongestant (may raise blood pressure and cause insomnia) may. Best to consult your family doctor-ask for a referral if he can't help you.

if in hyperthrophic nose, the turbinates need to be shrinked, does that mean in atrophic nose they need to be increased? they seem opposites.

Not exactly.: In atrophic rhinitis, symptoms tend to be uncomfortable nasal dryness, excessive crusting, nosebleeds, decreased sense of smell, and sometimes even poor sensation of airflow through the nose when breathing. These issues would not improve if the nasal linings were enlarged/hypertrophic. Treatment centers around nasal moisturization techniques and saline irrigations for maintenance.

what is the risk of empty nose syndrome with turbinate reduction surgery?

Empty nose syn: Empty nose syndrome is also called ozena and is characterized by an extremely dry nose with nasal crusting.  If the surgeon is careful and just concentrates on the inferior turbinates and does a sun mucosal resection with and out fracture of the inferior turbinates, it is unlikely to happen. I have done hundreds or these surgeries and have not had one case of ozena.  Good luck.

Talk to your surgeon: Contact the surgeon that did your procedure and tell him what's going  on and that it is affecting your performance.  His/Her goal was to help you (hopefully) and he/her should continue to do so.  You will be advised if this is still part of the recovery or if any other treatment is needed. If he is not helpful, you will have to take your records to another specialist for a second opinion.

Not unexpected: Turbinate reduction only removes some of the tissue from the turbinate. If you are allergic, the congestion will return a few weeks after the surgery and eventually get back to where you stood before the surgery.  I would  recommend turbinate reduction only after the allergy has become under control and the turbinate swelling cannot be reversed with Afrin nasal spray.

can enlarged turbinates in nose cause a painless lymph node in neck? i think it is an enlarged turbinate in my nose and i have a lump in neck.

See a doctor: if you have boggy turbinates you probably have allergic rhinitis or hay fever, which can be associated with enlarged lymph nodes in the neck. get your doctor to check you out. there are other reasons for enlarged lymph nodes.

Varies: Turbinates can be different size depending on swelling basically there about 1 cm wide and two or 3 cm long

Try nasal spray: Surgery is reserved for those who do not respond to medical therapy. Turbinates are swollen because of allergies and infection, most commonly. I suggest a 
prescription nasal spray and consulting your primary care or allergist. Get well now.

if you had your turbinates completely removed would your nose be unable to be congested? (assuming there are no structural problems)

Turbinectomy: After turbinectomy  the obstruction is relieved, but the mucous membrane is still there, anytime swelling of the mucous membrane happens, it can cause congestion.
