Bathe and moisturize: For the itchy skin, i would soak in warm water, pat dry, and then moisturize, preferably with an ointment or cream, rather than a lotion. If you continue to itch, see your physician. For feeling hot or cold, i would see a health professional, as this should be further evaluated.

Shampoos or lotions: Several ways to treat seborrheic dermatitis.  On the scalp, prescription shampoos can be used such as ketoconazole or clobetasol shampoo.  Topical corticosteroids or anti-inflammatory medications can control the redness or scaling symptoms.  Over the counter shampoos can be helpful in mild cases that contain selenium sulfide or zinc pyrithione.

It : It could possibly be contact dermatitis.  The eyelid skin is thin and gets exposed to irritants/allergens by transfer from the hands (rubbing the eyelids). I would consider seeing your dermatologist who can possibly prescribe an ointment like desonide.  Combined with cool compresses, that can be helpful.  If not, consider allergy patch testing to see if there is a specific allergen that you are sensitive to.  Read more about the true test patch testing at the link below.

Flare of eczema?: Difficult to determine without seeing rash. Non-blanching rash with a history of eczema is concerning for a possible flare. Would consider applying topical corticosteroids to area and monitor for improvement. If this fails have rash evaluated by doctor.

Well...: There is a variety of skin disorders that only affect the areolas...  please see a dermatologist.  It is not an emergency.  It is best if the dermatologists is able to see the skin without you having used any treatment.

Likely allergic : Reaction to bandage. What you described suggests an allergic reaction to some component of the bandage/bandaid  that was applied after blood draw. It should resolve on it own in a few days. Do not use the type of dressing/bandaid that was used after venipuncture.

is domeboro powder or aveno powder better for itchy contact dermatitis rash?

Better than both: depends how sever rash you have. If not severe and not oozing hydrocortisone cream 1% can be obtained OTC if sever see PCP. Domeboro is helpful for oozing rash but you will still need topical cortisone. Aveeno (oatmeal) powder can relieve some itching and still you will need topical cortisone.
