bulging disc. my hands feel warm water as not warm enough, my feet as too warm, and my body between. is it nerve damage?

Hard to say: If the disc is just bulging and not compressing the nerve roots, it is unlikely to be the cause of symptoms and unlikely to cause nerve damage. Also if the bulging disc is in the lower back, you will have symptoms in the leg and feet rather than the arms and hands. A neuropathy is a different problem that is not related to the disc. This is from irritation of the nerves by a systemic process.

Not necessarily: Usually when you have nerve damage, there is numbness, tingling, weakness, and even coolness present on the skin versus a warm feeling on the foot. If you have a 'hot' sensation and it persists for awhile and is not the same as your other foot, you should have it examined by your pediatrician and have a neurological check done by her/him too to look at this further.

See a doctor: Because it could be angina pain referred to arm.  Also, it could be anything, from bone tumor to shingles, and some conditions could be serious.

The : The treatment of nerve damage depends on just what the damage is. If a nerve is severed the treatment would most likely be surgical. If nerve damage is neuropathy the treatment would depend on the underlying cause. If a nerve is injured by compression as in carpal tunnel syndrome, the treatment is surgery to correct the compression. Nerves that are severed try to regenerate. This process occurs at about an inch a month. Nerves that are damaged by more extensive trauma may require nerve grafting. Good nutrition with a higher protein diet can help.

Follow rule of thumb: Unless it's a traumatic nerve injury caused by isolated surgical manipulation or other complications then, nerves are usually traumatized in the company of muscles, tendons, ligaments, bone, ; other soft tissues.  Thermal therapy intervention then, should be similar to how muscle strains and sprains are treated. Ice x 72hrs followed by soothing heat ; maybe some electrical stim. If possible.

Cold sensitivity: On the first question yes - nerves can effect the whole body, but your descripation does not seem to fill that bill. Tightening around the head with cold weather makes me think of muscle contractions. Try a muscle relaxant per your M.D. See if it clears. I like Fioracet for muscle contraction hadaches. If it doesn't clear see a neurologist? Not enough info here for a more specific diagnosis...
