Many possibilities: Depending on your size (very thin?), and your position (up or down, leaning left or right), you may be seeing either your carotid artery or your jugular vein. Interpretation of your visible pulse would require a reasonably complete physical exam including your BP, pulse, presence or absence of volume overload, or murmur (aortic insufficiency?). What you see may be normal or not, depending.

Chest pains = ER: Although you are young, you never ignore chest pains. You need to rule out all causes. Get yourself to the hospital now.

Carotid artery: If you are in an upright position, you are seeing the pulsation of your carotid artery since the jugular venous pulse would be below the level of your clavicle (and invisible) when you are sitting up or standing. It is normal to see the carotid, especially in thin and/or muscular people. You must be fit!  AR does accentuate it as well.

i have a blue vein that runs up the middle of my neck (slightly to the right) to my chin. its blue and doesnt pulsate or anything. i am a thin person. is it normal to see a vein like this?

Neck Vein Narrowing: If you are referring to pathological narrowing, it can be the result of previous clots damaging the vein, prior catheter placement in the neck vein damaging the vein as the result of scar tissue, or because of a prior phlebitis. Non-pathological visible "collapse" of the neck veins seen externally on the skin can be caused by dehydration or certain positions (veins collapse when lying down).

Normal: Neck veins distend when we lie with our head lower than our heart or when we strain.  With straining, the pressure within the chest increases and the blood flow through the neck veins decrease resulting in them enlarging.When straining is stopped, the pressure in the chest decreases and flow continues through the neck veins so they become less engorged.

Increased pressure: The act of lol results in a valsalva maneuver, where holding of the breath causes increase in the chest pressure.  This pressure acts upon the veins in the chest, and is pushed upwards to the head and neck area, resulting in bulging veins.  This is a normal situation, so keep on lol; it's good for you.

Normal: By dry I am assuming you mean empty. If you don't notice any bulging neck veins while standing up, that is pretty normal. You may see more bulging while lying down or especially if you are upside down. We look at neck veins to see if someone is fluid overloaded. This is not a very accurate/sensitive test. If you feel you are dehydrated, drink more fluids.

Traffic jam: This may indicate tj. Check with your doc if there is any problem with your "highways" to the heart. 

Discuss echo and ultrasound of the veins. It may or may not be useful.

A highly educated doc is a good choice.
