Not OK: You don't mention playing on grass or if you are a half running the whole game. Here are possibilities:
are your airways tightening up? Coughing or wheezing? Cold air can make exercise induced bronchospasm (like asthma) worse
 are you parched and dry? Sub out and hydrate up
 are allergies making you choke up? Air pollutants or playing on grass? 
Heart pounding too fast? Get more fit, get seen.

my throat feels like its closing up, this has been happening for a few days now. it tightens and it is hard to swallow and it feels like i can't swallow at all and  when i eat or drink it goes away for a few moments then it comes back.

Sounds serious...: Cold symptoms plus a throat that is "closing up" means immediate attention is needed. Whether such a patient can drive to the doctor's office or E.R., or should be driven by a friend or relative, or needs a call to 911 for an ambulance, depends on the severity of symptoms. One possible cause is strep throat with very swollen tonsils, or a growing tonsillar abscess, along with swollen neck glands.

See you doctor: Depending on where in throat happening may need to ENT or Gastroenterologist to have a scope.Any acid reflux sysmptoms as that can give the sensation of throat closing up as well as allergy symptoms.Also any food getting struck or feeling like getting stuck.

Work Safety: You need to speak with your employer about work safety for all of your coworkers. Cement dust can cause serious problems and you should wear gloves, goggles and an approved N95 mask to avoid this particulate matter. According to OSHA, you should also make sure you eat in an area that does not contain this dust to avoid ingesting it. Consider a change of profession but protect yourself. Good luck.

Call 911: A person who feels his throat closing up needs to call 911 from a land-line phone, or from a cell phone if no land-line phone. If the person is having a rapidly swelling tongue or throat, he may not make it to the E.R. In time. Usually, the fire department and paramedics can arrive faster (if they can find the person's location). If a person carries epipen, (epinephrine) he can self-inject and call 911 too.
